<p><strong>A new &pound;100 million investment fund to support research partnerships between universities, businesses, charities and philanthropic donors is open for bids on today, Universities and Science Minister David Willetts has announced.</strong></p>
<p>The Research Partnership Investment Fund will be open to UK universities for investment in long-term capital projects that leverage in significant private funding. Universities will be able to bid for between &pound;10 million and &pound;35 million per project and must be able to demonstrate that they can attract at least double the amount in private investment. Applications will be judged on value for money and how much they build on existing strong research capability.</p>
<p>Minister for Universities and Science David Willetts said:<br />
	&ldquo;Collaboration between universities, charities and industry is vital for our economy, and attracts significant private investment in our world leading research base.</p>
<p>&ldquo;The new &pound;100 million Research Partnership Investment Fund will bring together leading institutions and organisations. This follows on from my invitation of bids on the 4<sup>th</sup> January. It will support excellent projects, which could include the purchase of high cost equipment through to stimulating the development of a new research campus. This will encourage innovation, drive growth and create jobs.&rdquo;</p>
<p>The fund will be managed by the Higher Education Funding Council for England (HEFCE), working with its counterparts in the devolved administrations. It will be a competitive two stage process with an initial call for expressions of interest followed by an invitation for those selected to work up more detailed proposals. HEFCE is hoping to announce the successful bidders in the autumn.</p>
<p>HEFCE has appointed an independent assessment panel to advise the HEFCE Board on project selection. It will be chaired by Peter Saraga, former Director of Philips Research Laboratories, former HEFCE Board member and former Vice-President of the Royal Academy of Engineering.</p>

<p>Budget 2012 announced &ldquo;a new &pound;100 million fund to support investment in major new university research facilities.&rdquo; The capital funding for universities is intended to leverage substantial private or charity (including endowment) co-investment into significant long-term research partnerships. It is being administered on a competitive basis by HEFCE, working in collaboration with the Devolved HE funding bodies.</p>
<p>An independent evaluation of previous Government investment in research capital has shown how successful this type of funding can be in accelerating private sector investment in UK university research infrastructure. For example, a &pound;4.3 million investment at Loughborough University led to a &pound;60m investment by BAE Systems and at Dundee University an &pound;8m investment attracted &pound;23m from AstraZeneca, Boehringer Ingelheim, GSK, Merck and Pfizer.</p>
<p>The Fund builds on the range of support and incentives for university-business collaboration including:</p>
<p>&middot; &pound;150 million pa funding to English HEIs to support engagement with business and others.</p>
<p>&middot; Support for Catapult Centres, to bridge the gap between the research base and business.</p>
<p>&middot; &pound;75 million SME support package (which includes &pound;1 million p.a. for a new Innovation Voucher programme to support collaboration between SMEs and external knowledge providers).</p>
<p>&middot; Establishment of the &pound;180m Biomedical Catalyst Fund to support the development of innovative life sciences products, from universities through to development in business.</p>

<p>This third edition of the Biennial considers the human urge to fly, to accomplish</p>
<p>the impossible in fragile times. Its artists and writers are exploring the impact</p>
<p>of experimentation on delicate eco-systems, looking backward and forward for</p>
<p>guidance, wisdom and/or humour. Their results can be read as trials in time,</p>
<p>space and imagination.</p>

<p>Jem Finer offers a journey to the stars from the comfort of a caravan; Tessa</p>
<p>Farmer&rsquo;s fairies colonise new worlds from their Chimpanzee skull space station</p>
<p>and Olivier Grosset&ecirc;te&rsquo;s dizzying 18m-long suspension bridge is held aloft by</p>
<p>helium balloons.</p>
<p>&nbsp;</p>
<p>Ultimate Holding Company&rsquo;s homage to Barbara Cartland and the Colditz</p>
<p>Cock takes the form of a novel and a sculpture for the gardens while David</p>
<p>Cotterrell&rsquo;s Tardis-like sphere offers a complete view of the mapped Universe,</p>
<p>informed by data supplied by Jodrell Bank Centre for Astrophysics.</p>
<p>Charbel Ackermann references Maurice Egerton&rsquo;s early experiments with radio</p>
<p>and Tom Dale delivers a culture bomb with a decommissioned Thunderbird</p>
<p>rocket. Dinu Li brings a crash landed spaceship, piloted by Che Guevara, to the</p>
<p>Parkland, while Juneau Projects&rsquo; truncated jet and Simon Faithfull&rsquo;s burning</p>
<p>plane suggest an amnesiac future.</p>
<p>&nbsp;</p>
<p>Tatton Park has deep connections with early twentieth century flight: its last</p>
<p>Lord, Maurice Egerton, was a keen experimental aviator and friends with the</p>
<p>Wright Brothers and, in World War II, allowed the use of Tatton as a training</p>
<p>drop zone.</p>
<p>&nbsp;</p>
<p>The Biennial&rsquo;s outreach programme, Contact, offers families, special interest</p>
<p>groups, local schools and an army of volunteers opportunities to experience</p>
<p>and participate in Flights of Fancy through exhibitions, skill swaps, workshops</p>
<p>and events. Visitors are able to access free audio guides for adults and younger</p>
<p>people, a 36-page guide book, a Families Activity Pack and a host of on-line</p>
<p>resources. QR codes provide immediate links to the website from artwork</p>
<p>signage and ArtSpotter has delivered a Biennial app that opens the event to an</p>
<p>increasing on-line art community.</p>

<p>Curators Arnaud and Kaplan said: &ldquo;2012 marks our third Biennial as curators</p>
<p>at Tatton Park. Since the event&#39;s inception in 2008, we have worked with the</p>
<p>property, our partners and funders to deliver an exceptional contemporary art</p>
<p>project. &#39;Flights of Fancy&#39; is the most ambitious edition to date, with over twenty</p>
<p>artists and writers working to deliver major installations outdoors, site-specific</p>
<p>films and a large scale engagement project, Contact. There will always be a</p>
<p>tension between the nature of a listed site and the creation of new artworks</p>
<p>that address its specifics. We welcome this tension and attempt to provide</p>
<p>explanations and talking points for our audiences and participants.&rdquo;</p>

<p><strong>Roadworks information for Highways Agency roads in the North West</strong></p>
<p><strong>Seven days beginning Monday 14 May 2012</strong></p>
<p><strong>NEW SCHEMES</strong></p>
<p><strong>M6 Junction 27, Standish</strong></p>
<p>Preparatory work to install a new section of concrete safety barrier around Junction 27 of the M6 at Standish will start on Monday 14 May with resurfacing and drainage improvements on the hard shoulder. Until Friday 15 June work will take place overnight between 8.00pm and 5.00am with one lane closed in each direction.</p>
<p>	The second phase will take place between Friday 15 June and Thursday 23 August when lane three in each direction will be closed around the clock.&nbsp; During this phase there will be narrowed lanes and a 50mph speed limit. The hard shoulder will be used as an additional running lane to ensure three lanes of carriageway are maintained in each direction. Installation and removal of traffic management at the beginning and end of the second phase of the work will require the northbound exit and southbound access slip roads to be closed overnight. Clearly-signed diversions will be in place during these times.</p>
<p><strong>ONGOING SCHEMES </strong></p>
<p><strong>M62 Junctions 9 &ndash; 11 and M6 Junction 21a</strong></p>
<p>A project is underway to improve drainage, lighting, barriers and surfacing on the M62 from Junctions 9 to 11, and on the M6 at Junction 21a. The work is being carried out 24 hours a day, 7 days a week, with a 50mph speed limit in place. There will be some total closures overnight, during which times signed diversion routes will be in place. The scheme is scheduled for completion in May 2012.</p>
<p><strong>WORK BEING CARRIED OUT BY OTHER AGENCIES ON THE HIGHWAYS AGENCY NETWORK</strong></p>
<p><strong>A663 Chadderton</strong></p>
<p>There is a 30mph speed limit for all traffic on the A663 between Whitegate Lane and Milton Drive until the end of August, while junction construction and improvement work is carried out.</p>

	British Telecom (BT) is carrying out protection work to cables on the A34, near to Junction 3 of the M60.&nbsp;The southbound side of the A34, Kingsway, is reduced to one lane for a 300-metre stretch up to the exit slip road from the motorway junction. Traffic cones have also reduced the width of the slip road onto the A34 to one lane.</p>

<p>ACC Liverpool, home to BT Convention Centre and Echo Arena, has announced that the Liberal Democrats will return for its third party conference at the venue.</p>
<p>The coalition government partner will stage its annual autumn conference in September 2014, and is likely to attract more than 7,500 attendees.</p>
<p>It will be the second time the Lib Dems have chosen to hold their most important date on the political calendar in the city and their third visit to Liverpool overall.</p>
<p>In 2008, they held their spring conference in Liverpool, returning two years later, in September 2010, for their main gathering, which was the first ever major party political event held at the waterfront venue.</p>
<p>Bob Prattey, chief executive of ACC Liverpool, said the return of the Lib Dems was the result of ACC Liverpool&rsquo;s previous track record to deliver and years of building up a relationship with the party conference organiser.</p>
<p>He said: &ldquo;Lib Dems coming to us for a third time is further confirmation that Liverpool is stronger than ever as a conference destination.</p>
<p>&ldquo;The party came to us in our inaugural year in 2008, then again in 2010, so organisers know that we can deliver a first-class conference for delegates here at ACC Liverpool.</p>
<p>&ldquo;Each time, the economic impact benefit for the city was terrific and we received positive feedback from delegates about the venue and the city.</p>
<p>&ldquo;Our team, along with Liverpool Convention Bureau, have been in talks for many years with the Lib Dems, and with all the political parties, to come to the city to hold their key conferences.&nbsp; When conference finishes is doesn&rsquo;t just stop there, there is a lot of continuous work that goes on behind the scenes.</p>
<p>&ldquo;We want to build on the success of our hosting of last year&rsquo;s Labour Party conference by attracting even more party political events.&nbsp; For now, we look forward to welcoming the Lib Dems to the city in two years&rsquo; time.&rdquo;</p>
<p>The last time the party was in Liverpool, Nick Clegg, Deputy Prime Minister and Liberal Democrats leader, was joined in the city by 6,000 delegates and 1,600 global media.&nbsp; The event generated &pound;10m for the city economy with 206 fringe meetings hosted at ACC Liverpool and around 300 additional fringe meetings taking place elsewhere in the city.</p>
<p>Lucy Billingsley, head of conference office at the Liberal Democrats, said: &ldquo;We held our spring conference in Liverpool four years ago and returned for autumn season in 2010, both proved to be immensely successful.</p>
<p>&ldquo;We are confident that 2014 will be just as positive and look forward to returning to such a vibrant and dynamic city.&rdquo;</p>
<p>ACC Liverpool has already hosted the Labour Party Conference, in September last year, which saw 11,000 delegates descend on Liverpool, delivering a &pound;15m boost to the city economy.</p>
<p>The venue is ideally located for high-security events of this nature, being effectively surrounded by water on three sides which creates a secure campus site and enables it to lockdown quickly and efficiently.&nbsp;</p>
<p>The Labour Party Conference saw maximum security procedures implemented and rigorous plans put into place in collaboration with Merseyside Police, Liverpool Convention Bureau and Liverpool City Council.</p>
<p>Joe Anderson, the newly-elected mayor of Liverpool, welcomed the news that the Lib Dems will be returning to Liverpool for the third time.</p>
<p>He said: &ldquo;Large scale conferences are extremely positive as they give us an opportunity to show what Liverpool can offer as a conference and business destination.</p>
<p>&ldquo;The fact that the Lib Dems are returning for a third time is proof in the party&rsquo;s confidence in ACC Liverpool and the city.&nbsp; It shows that we are a national player when it comes to UK party politicals.&rdquo;</p>
<p>Max Steinberg, chief executive of Liverpool Vision, added: &ldquo;This is excellent news and it comes as no surprise to me that the Lib Dems wish to hold their annual gathering in Liverpool again, because there can be few better venues in the UK for conference delegates.</p>
<p>&ldquo;We recently held the hugely-successful Global Entrepreneurship Congress at ACC Liverpool and the unanimous response from visitors was that Liverpool is a city like no other &ndash; beautiful and exciting with a broad range of attractions, hotels, restaurants and bars all within walking distance of this spectacular state-of-the-art complex, set in a stunning waterside location.</p>

<p>Following the highly successful launch of its new initiative &#39;SME Toolbox Clinic&#39; held recently in Warrington, the SME Toolbox Roadshow project gets underway in Liverpool on Thursday 17<sup>th</sup> May, next week at Liverpool One Bridewell.</p>
<p>The first Roadshow Event will feature keynote presentations from CIM Marketeer, Shirley O&#39;Neil, together with Accountant Alistair Gould, McEwan Wallace and Norman Denton from the Coaching for All Group.</p>
<p>Also included in the event will be a delegate business debate including all the speakers and other leading figures from North West Businesses. At the launch this was considered to be a major opportunity to discuss with fellow delegates the key issues facing business today.</p>

<p>Cheshire &#038; Warrington Local Enterprise (Partnership) has appointed Marketing Cheshire to help deliver one of its key priorities for 2012 &#8211; The Apprenticeship Promise.</p>
<p>The new venture is designed to encourage businesses to support the apprenticeship agenda across Cheshire and Warrington as the first essential step on the road to achieving the LEP&#39;s aim of a skilled and productive workforce.</p>
<p>The LEP has also set up a number of engagement forums harnessing the experience and expertise in the private and public sectors across Cheshire and Warrington to focus the agenda for its key priorities and ensure they are achieved.</p>
<p>Its Skills Engagement Forum has created &#39;The Apprenticeship Promise&#39;, which is designed to encourage businesses across all sectors to support the apprenticeship agenda in Cheshire &#038; Warrington.&nbsp;</p>
<p>The Promise delivers mentoring from larger businesses to SME&rsquo;s to change the perception that the bureaucracy involved is too complicated.</p>
<p>It also creates channels to market apprenticeships through networks and clusters, enabling potential new employers to become aware of the opportunities and benefits of having an apprentice, as well as encouraging SME&#39;s to employ apprentices at levels 3 &#038; 4.</p>
<p>The new initiative is only being developed in Cheshire and Warrington.</p>
<p>Sara Mogel, Skills Lead on the Cheshire and Warrington LEP Board says:</p>
<p>&#39;We need business across Cheshire and Warrington to come forward and support The Apprenticeship Promise. We firmly believe that investing in apprenticeships will help us train the skilled workforce of tomorrow, strengthen the long-term sustainability of the sub-regional economy and help our enterprises maintain their competitiveness in global markets&#39;.</p>
<p>The Promise commits the business to sign to 1 or more of 10 elements to support apprenticeships.&nbsp;</p>
<p>Businesses only need to visit <a href="http://www.marketingcheshire.co.uk/apprenticeship" >www.marketingcheshire.co.uk/apprenticeship</a> and sign up to the initiative, and confirm which elements they agree to support.</p>

<p><strong>A &pound;2.74m Highways Agency project to boost safety along the M6 in Greater Manchester will get underway next week.</strong></p>
<p>Preparatory work to install a new section of concrete safety barrier around Junction 27 of the motorway at Standish, will start on Monday (14 May) with resurfacing and drainage improvements in the hard shoulder.</p>
<p>The project will extend improvements and safety benefits delivered in two schemes between Junction 26 of the motorway at Orrell Interchange and Junction 27 in 2010 when lighting and verge safety barrier improvements were delivered alongside the installation of a concrete central reservation barrier.</p>
<p>This year&rsquo;s project, which should be completed by Thursday 23 August, will extend the barrier between White Hill Footbridge and Crow Orchard Road South through Junction 27.</p>
<p>Highways Agency project sponsor Jakub Malaj, said, &ldquo;Extending the concrete barrier along this section of the M6 will make the motorway even safer for drivers. Concrete barriers are stronger and more robust than steel barriers &#8211; reducing the risk of vehicles involved in accidents crossing from one side of the motorway to the other and improving the safety of road users and road workers. The barriers are also unlikely to require repairs after vehicle impact.</p>
<p>&ldquo;Concrete barriers also require less maintenance so this scheme will also provide more reliable journeys for motorways users by reducing the need for lane and carriageway closures for repairs.</p>
<p>&ldquo;We have worked hard to design a project that can also be delivered in a way which minimises inconvenience to drivers and the traffic will be able to use the motorway at all times.&rdquo;</p>
<p>The improvements will be delivered in two phases with a month of work strengthening the hard shoulder and modifying the drainage. This work will primarily be completed overnight between 8pm and 5am with one lane closed in each direction of the motorway.</p>
<p>The second phase of the project will take place between Friday 15 June and Thursday 23 August and will require around the clock closure of lane three in each direction of the motorway, narrowed lanes, some hard shoulder running and a 50mph speed limit. The hard shoulder will be used as an additional running lane to ensure three lanes of carriageway will be maintained in each direction.</p>
<p>Work will take place around the clock with further lane closures overnight &#8211; although the motorway will remain open at all times. Installation and removal of traffic management for the roadworks at the beginning and end of the second phase of the work will require the northbound exit and southbound access slip roads to be closed overnight. Clearly-signed diversions will be in place, using the motorway itself.</p>

		<description><![CDATA[Did you know about..  Chethams - a real hidden gem, that is about to create a new visitor attraction in the centre of Manchester.]]></description>

<p>Nestled in the northern part of Manchester city centre, beside the Manchester Arena, the Urbis building and Victoria Station, Chetham&rsquo;s has for centuries been something of a hidden gem.&nbsp; &nbsp;</p>
<p>Founded as a Hospital School for &ldquo;40 poor boys&rdquo; and a Public Library for &ldquo;scholars and others well affected&rdquo; by a local merchant Humphrey Chetham in 1653, Chetham&rsquo;s occupies some of the most historic buildings in the region. Dating back to the late Medieval period, the pink sandstone Manor House was originally built in 1421, when it was used as the residential accommodation for the clergy of the Parish Church, now Manchester Cathedral. &nbsp;</p>
<p>Today the medieval buildings still exist. Chetham&rsquo;s Library remains open to the public and is in fact the oldest public library in the English-speaking world (it was the place of study for Marx and Engels when Manchester made its name during the Industrial Revolution), and the world-renowned Chetham&rsquo;s School of Music trains some of the best young musicians of our time. &nbsp;</p>
<p>Recent developments around the existing site have made a big impression on the city centre.&nbsp; A new iconic School Building has been created which is phase one of a multi-phase campaign of capital developments at Chetham&rsquo;s.&nbsp; This &pound;31 million project will officially open in the Autumn and will welcome audiences to enjoy more of the daily music-making by the talented youngsters at free lunchtime concerts.</p>
<p>The project has been enabled by funding from statutory sources, namely from the Department for Education and the North West Development Agency (now managed by the Department for Business, Innovation and Skills).&nbsp; The generosity of individuals and local businesses has also helped a great deal &ndash; something that Humphrey Chetham would be proud of! Businesses have become involved with Chetham&rsquo;s through the Humphrey Chetham Club, a network of supporters who have pledged towards the capital appeal and enjoy exquisite events in beautiful settings; it is chaired by Alan Torevell of Independent Wealth Management company, Dewhurst Torevell.</p>
<p>At the helm of the Chetham&rsquo;s developments is Michael Oglesby, Chair of Bruntwood and a Trustee of Chetham&rsquo;s.&nbsp; He is working alongside other trustees who include Paul Lee of Addleshaw Goddard, Richard Bailey of Rothschild, and independent education consultant Dame Sandra Burslem, and the management team at Chetham&rsquo;s, to bring the plans to fruition.</p>
<p>Michael Oglesby has said:</p>
<p><em>This is not just a project about a new School and an old Library, but about saving a unique and world-class educational institution on the one hand, and an outstanding historic building for the nation on the other.&nbsp; This is a project that sits at the core of the ambitions of the Manchester city region, which is looking to preserve and enhance its unique assets for the long term benefit of its people.&nbsp; Opportunities of this quality and impact arise but rarely in the life of a region, and it is essential that everyone gives them maximum support.</em></p>
<p>The next phase of the Chetham&rsquo;s developments will see the creation of a Visitor Attraction based around the medieval buildings that will open up the history that Manchester never knew it had!</p>

<p><strong>Simpson Ready Foods, a family-run food manufacturer in Urmston, Trafford, is saving &pound;19,400 a year after receiving free support with improving its energy, fuel efficiency and waste management procedures.</strong></p>
<p>The business supplies a range of packaged food products to the grocery sector, from its factory on Stretford Road. It has been supported by an <a href="http://www.getsupport.enworks.com/"  target="_blank">ENWORKS</a> funded adviser from the <a href="http://www.northwest.groundwork.org.uk/manchester-salford-stockport.aspx%20"  target="_blank">Groundwork trust in Manchester</a>, to improve the way it manages key resources.</p>
<p>So far, Simpson Ready Foods has saved 81 tonnes of carbon dioxide equivalent (CO<sub>2</sub>e) per year, which is equivalent to the emissions that would be released by driving a small, petrol car from Trafford to London, more than 1,420 times over the course of a year.</p>
<p><strong>Energy and fuel</strong></p>
<p>The company&rsquo;s production facilities require large amounts of electricity. To help tackle this, ENWORKS recommended replacing the old lighting with a range of new, fluorescent lamps.</p>
<p>The purchase costs were &pound;15,500 but the replacements were made gradually and the project paid back in just over a year, by generating annually recurring savings of &pound;14,400.</p>
<p>The savings will now continue to accrue, year-on-year, and more than 73 tonnes of CO<sub>2</sub>e have been saved annually, in the process.</p>
<p>Diesel is another expensive resource for the company, but ENWORKS has helped to reduce the delivery fleet&rsquo;s costs and emissions by introducing fuel efficiency training for all drivers.</p>
<p>A regular tyre pressure maintenance schedule has also been introduced, and standard tyre pressures have been reduced slightly, to further reduce fuel consumption.</p>
<p>Together, these fuel efficiency measures have saved more than &pound;4,320 a year and almost eight tonnes of CO<sub>2</sub>e.</p>
<p><strong>Waste management</strong></p>
<p>The rising costs of waste collection and disposal have also been addressed, and following ENWORKS&rsquo; recommendations, 25 tonnes of waste have been saved from landfill each year.</p>
<p>Annual cost savings of &pound;1,000 have been achieved by segregating out different types of waste prior to collection, baling cardboard packaging, compacting other bulky waste, and increasing overall recycling rates.</p>
<p><strong>New projects</strong></p>
<p>Work is now underway to investigate the opportunity for fitting occupancy sensors in the warehouse and general stores areas. These would help to ensure that lighting would only be switched on when needed.</p>
<p>The project could save Simpson Ready Foods a further &pound;1,700 a year, at a cost of just &pound;500.</p>

<p>A project is underway to improve drainage, lighting, barriers and surfacing on the M62 from Junctions 9 to 11, and on the M6 at Junction 21a. The work is being carried out 24 hours a day, 7 days a week, with a 50mph speed limit in place. There will be some total closures overnight, during which times signed diversion routes will be in place. The scheme is scheduled for completion in May 2012.</p>

<p><strong>A663 Chadderton</strong></p>
<p>There is a 30mph speed limit for all traffic on the A663 between Whitegate Lane and Milton Drive until the end of August, while junction construction and improvement work is carried out.</p>

	British Telecom (BT) is carrying out protection work to cables on the A34, near to Junction 3 of the M60.&nbsp;The southbound side of the A34, Kingsway, is reduced to one lane for a 300-metre stretch up to the exit slip road from the motorway junction. Traffic cones have also reduced the width of the slip road onto the A34 to one lane.</p>
